Local authorities have reached the obvious conclusion that the only way to develop public utilities is to access external funding. The main problem faced by the public administration in the process of accessing structural funds is co-sharing funding of projects. This co-financing may be provided by local public authorities, which should be a little more daring, in the sense that, in the lack of local budgetary resources, they should have the courage to apply for bank loans.
